Lovely dress for your darling daughter. I’m enjoying seeing all the great garments you make. I second PeppermintPam: try “taut sewing” as taught by Pati Palmer of Palmer/Pletsch which seems to add a miniscule amount of thread to each stitch. I also prefer fine, all-cotton thread, a new quilting (sharp) needle size 8 or 11, and a longer stitch length (3.0-3.5mm).

Your daughter looks very happy in her new dress - you're absolutely right, it is nice and modest and very pretty! As far as the puckering, if you have any scraps try sewing with a longer straight stitch length (between 3 and 3.5), and with your left hand hold the fabric behind the needle, and hold the fabric in front of the needle with your right hand - don't stretch the fabric, just hold it a little taught and see if that helps.
