I’m doing some sewing for someone who is almost always hot and always wears dresses. She is probably going to need a slip. She needs the lightest weight fabric that isn’t going to make her a lot hotter. Any suggestions?

Warmest to coolest, in descending order, for similar weight and weave fabrics of these fibers:
wool
acrylic
polyester
olefin
nylon
aramid
silk
spandex
linen
cotton
rayon
acetate

Silk and wool have interesting properties -- they both feel cool in hot climates, warm in cold climates, likely because they both can absorb a lot of humidity without feeling soggy like cotton and rayon does. (I refuse to sew with acetate, so I can't tell you from personal experience how warm it feels.
In sweaty summer heat, I prefer either a light silk habutai, a silkweight wicking poly or a textured cotton like seersucker next to my skin. I do remember a long ago cotton eyelet slip, but if I recall correctly, the eyelet tended to "read through" the dress.

Acetate is the coolest? That is surprising. I have a bunch of rayon. I will try that.

I find rayon wovens to be very cool--and wonderfully breathable.

One of the best lining fabrics is Ambiance/Bemberg. It is 100% rayon, so it breathes. Of course, you can make a slip out of this fabric that she can wear with her dresses. I am assuming she is going to wash the slip, so make sure you pre-shrink the fabric...it will shrink!
