I am going to make a DIY canopy for my daughter in glitter tulle. I want to wash the fabric first, or at least get off the icky packaging feel to it. However, I don’t want the glitter to fall off. Should I gently hand soak it? Machine wash on gentle inside a pillowcase? Has anyone done this before? Thanks.

I'm sorry to tell you this, regardless of whether it is washed first, glitter will come off. How much? Buy some extra yardage, wash it, and find out. Do not machine dry.
3 years ago I wore a jacket to my Christmas party embossed with red glitter. I'm still finding little bits of red glitter - in my car, laundry room, basement storage. And yes, I do clean, maybe not as much as I should.
I have a friend who is a makeup artist, they have a saying "Glitter is the herpes of the makeup world" - the gift that keeps on giving.

I’ve heard that quote! It’s so funny (and true). I do realize glitter will shed forever - my black shirt is now sparkly pink. However, I just want to get the chemical smell and feel off the fabric before it’s draped over my daughter’s bed (and she likely hugs it). Maybe I’ll try a hand wash...

Not to be a spoil sport but I would advise against using anything with glitter as a canopy a child is going to sleep under every night, especially as you mentioned her hugging it. She will be getting a touch of glitter fallout nightly. If your HVAC system has wall or ceiling vents that blow over/through the canopy that can loosen it and fall onto her and if she can reach side draping to hug it, she can also tug it or swing it about, also releasing the bits of glitter.
She has delicate little girl eyes and little girl nostrils. Plus that sweet little mouth of hers. You don't want any glitter getting into any of those. Her eyes can get scratched and if she breathes any into her lungs it's there forever. I just personally think it's risky, though cute. I'll give you that it sounds cute.
Glitter is the Devil's own creation.
ETA: as to washing, follow manufacturers suggestions.

I don't know if this is metallic gold or silver or not, but may I humbly suggest something like this instead of glitter anything? https://www.fabric.com/buy/0342395/raschelle-lace-gold
Or regular tulle, and something like Lumiere paint spattered, printed (might be a fun project with your kid!) or lightly brushed on the tulle?
https://www.dharmatrading.com/paints/lumiere-and-neopaque.html?lnav=paints.htm (they've got some great pinks, and all the colors are mixable, since you seem to have pink glitter).

If you wash it all the glitter will fall off. I would use glimmer tulle instead of glitter. Just as pretty, not as messy.

If you wash it, not all the glitter will come off... you can’t ever get rid of glitter😂! Wash on delicate with a plant based detergent. I do like the idea of glimmer tulle instead...

Yes it can be washed and it won't lose all its glitter - however you will find glitter in your washing machine forever (and everywhere else in the house).
I agree with others suggesting a glimmer tulle (sometimes called sparkle tulle) instead of the glitter tulle - glitter in the eyes can cause major irritation (uncomfortable for an adult, definitely not fun for a child).

Thanks for the suggestions! First, the canopy is more of a fake canopy. It does not drape over the flat bed; it drapes around the perimeter of the bed, hanging from the ceiling (I’ll try to find the tutorial I found) from four hooks I will attach to the ceiling.
Second,I’ve never heard of glimmer tulle. This could be a good solution. I will look into that. Thanks.
On a different note, I did hand wash the glitter tulle I bought for a another project. I lost some glitter, but retained some too.
