I purchase vogue V9355 and I am struggling with sizing. Measurements bust 38.5. Waist 34. Hip 40.5. I cut out size 14 as the finished garment measurements were close to actual measurements. However there was no waist measurement for finished garment. Made in cheap lining fabric but dress is too tight on hips and much too small on waist. Would it be better to cut size 16 and adjust even though finished garment is bigger. Do I cut based on actual measurements Size 16 or finished measurements size 14 Thanks.

You need to choose a pattern size based on your measurements-- if you choose a pattern whose finished garment size is your measurements, you have removed all wearing ease, so the garment is skin tight. Wearing ease preferences vary from person to person and with different fabrics, but two inches is usually minimal for woven fabrics. Based on your measurements and the fact that your trial garment is way too tight, I would think you need a size 16 at minimum with the waist let our a bit more, based on the sizing tables I just looked up for Vogue patterns current sizing.
I just looked up your pattern (beautiful, by the way!), and as it is a "fitted" bodice/waist, the pattern has very minimal design ease built in to it, meaning you have less room for error in choosing a size so as not to be too tight.Good luck, and I am glad you made a test garment first.

I agree, you want to pick your size from the size chart. Sometimes patterns add far too much ease (I sewed a shirt once that had 10" of ease in the bust and I felt like a kid playing dress-up), but this one looks like it has a reasonable 2-3" in bust and hips.

You sound like you have a similar body shape to me, rectangular rather than the hourglass that the pattern designers assume. I usually blend up a size or two in the waist, so you might consider trying a 16 in the bust/hips and a 20 in the waist.

This is what I was going to suggest too. Does the bodice/bust fit well? If so, you can blend the smaller top with the larger bottom. Otherwise, you'll be adjusting the bodice.

Also, don't go to your good fabric yet. Make another muslin.

Measure a garment you own that you like the way it fits, then compare it to the finished garment measurements. This is also a good way to find out how much wearing east you prefer.
