Under Finished garment measurements it says "E Leg Width"...which part of the leg do they mean? The thighs? Ankles?

usually it is the ankle. or the lowest part of the garment unless otherwise specified.

Ditto, and keeping a list of preferred leg widths tucked somewhere, in addition to noting it on or in the pattern, is helpful for the time you know you want a specific leg width or look, and need to be able to tell at a glance what pant pattern has what you are looking for. The technical drawings and model photos give some context, but numbers are definite and not left open to impression or interpretation

To further clarify, it refers to the hemline width. This could be at the ankle or a few inches below for full length pants, at the mid-calf or below knee for cropped capri length pants, at the knee for walking shorts, mid-thigh (approximately) for shorts, etc. If you want the hem width to be narrower or wider, feel free to change it, but keep it in proportion to the garment.
