I drafted an a-line skirt pattern to make out of a medium weight linen. I used the same pattern to cut out a lining. After deciding the skirt was too plain, I decided to make a flounce . It is designed to be sewn to the bottom edge of the skirt.

Should I attach the flounce to the linen skirt or the lining?

As far as I know, I think you attach the flounce to the skirt, rather than the lining.

I'd attach to the skirt itself. If you attach a medium weight linen flounce to a lightweight lining, the lining may be dragged lower than you anticipate. Also, you'd have two hems with which to contend - the hem on the straight skirt and the hem on the flounce. One hem would be on the straight crossgrain and one hem (the flounce) would be on mostly on the bias. After hemming the two separate skirts, they may not hang nicely together.
