I am attempting to make a # of these but we want them to LOOK kind of pleated --not pleated but with the folds you typically get when you tie a scarf around your head? My pilot one turned out cute enough but the "folds" that I thought I had created kind of went flat. Anyone know how to make one of these where the folds are apparent? i tried sewing a much wider fabric piece to another much narrower piece but when tied on..the folds went flat.

I'm not certain I understand the look you are trying to create. Can you find a pic that shows an example? Are you trying to get a more gathered look? If so, I would gather instead of pleating. If that's not what you mean, perhaps the fabric is to blame for the folds going flat. You could try a fabric with more substance. Maybe you could fuse a light interfacing to the back of the pleated fabric to help them hold shape. Then se the pleated fabric to the tie part.

Patty, thank you! I am going to try exactly what you said right now. I am going to gather say, a 12" wide strip and I will use some light interfacing fused on. This should work! I'll be back to let you know! Thanks again!

Edited to add results: Yes, Patty this was the secret! I did gather a wide piece to get the folds we were after. Looks just great now and I'm off now to make several more!
