Has anyone here ever seen or heard of this before? I came across it searching for other sewing-related sites.

I just took a quick look at the site. It seems to be based entirely on bust size [click "How" at the top of the site]. This is a problem, right off, if you ask me.
Let's say, for example, that one woman's bust size is 40. She's a DD cup. Her shoulders are really a size 8.
Another woman has the same bust size 40. She has an A cup. Her shoulders are really a size 14.
This "system" would draft the same pattern for both women...and I doubt either would fit properly.

Just stick with the traditional tools. A 18" rule with 1/8" squares and 1/16" markings a hipcurve/variform and a french curve. Oh and an L Square. Systems like this just make it seem harder
