I am making cropped pants with an elastic waist. It's a simple pattern. The pants are straight - meaning they stay the same width straight down from the hips. I have big hips and whenever I make these kind of pants, the results make me look like an elephant. I want to tapper them. My question is, at what spot/point should I start? Right after the hips, mid-thigh, at knees? I'm 5'8" height (don't know if that matters). Thanks in advance for your help.

did you make a pair already? If you did try them on.
Pinch on each side of the pant on how much you want taken in, right at the bottom. you would only need to do this on one leg. Take some safty pins and pin. pin right at the hip line to where you want the taper to start. Take them off. measure with a yard stike and draw a line. you can also do this to the original pattern to. measure how many inches at the bottom.
and measure up on the pant how many inches up.
make this adjustment to the pattern and see how it looks.

So, I should take in on both sides (of pattern) - the inner leg as well?

Yes, both sides. If you don't, the leg will twist. You might just take up the inseam to the knee or a bit beyond it. Same for the side seam. If you take in the side seam, you might need to be careful with how much you take in above the knee level. The farther up you take in (towards your hip area) could remove too much material that you need for sitting and walking.
