My silk roman blinds have shredded at the hem (where they are exposed to sunlight). I am thinking that I could fuse the silk with a very light interfacing to bond the shredding bits together and to generally re-inforce the area. Does anyone have any opinion on whether this might work? And if yes, what heat setting would I use to bond the interfacing to very delicate silk?

Sort of doubtful- once silk starts going from sun exposure it just deteriorates. But, try it because you won't be out much if it doesn't work- I bond interfacing with a cotton setting, which should not harm the silk.
