I will be hemming a formal with ruffles that are sewn kind of in swirls vertical to the hem. There are 10 ruffles. I decided rather than hem each ruffle (what a nightmare that would be!) to pick up each ruffle to "bustle" it higher on the ruffle. It really looks cute pinned, like it is even rufflier. My question is- I think I need to reinforce all the tack ups. The fabric is sheer but not a chiffon. It has some metallic in it, too. I'm think it might be good to reinforce where I tack it with a bit of interfacing. Anyone have thoughts about this? Thanks.

I don't think interfacing would be needed. It might detract from the look if it is seen by mistake. Or(horrors) you might melt the fabric. One never knows what that mysterious metallic/nonchiffon will do when it meets an iron!
A good sturdy little X tack, emphasis on the "little" is what I would do.

To throw in another idea, could it be take up at the waistline- assuming there is a seam there...?

Not really. That would be even more work than the tacks. I did consider it.

I think I would need a photo to really give good advice, but I think I have seen similar issues dealt with by using a small piece of the sheer fabric itself or chiffon/organza, especially if you can get a piece of fairly "invisible" selvedge that won't ravel.

I would love to see pictures of this as I am in the midst of figuring out embellishments for my current ballroom gown.
