I am trying to make this dress for a friend. I just learned how to make the fishing line hem. I am curious in how to make the train and how to conceal the seams? what fabric to use for the lining if any?

Can you clarify which seams you're trying to conceal? The horizontal ones, or what?
For a lining you could use silk crepe. Would this be in addition to the underskirt on the train (layer under the chiffon ruffles)? If there's just the chiffon + underlayer, you could use charmeuse.

I may be misunderstanding the issue, but I would think it's hard to hide seams on a sheer fabric. And it's hard to tell from the photo, but if the ruffle hems overlap the seam of the next ruffle, that should go a long way to concealing the seams somewhat. I guess you could do french seams, but that is an incredible amount of work. The alternative would be to have narrow serged seams.
Maybe others have better suggestions. (?)

This looks like an underskirt and train of a bit heavier fabric with layers of ruffles stitched to it. Each row of stitching is hidden by the ruffle above it. The top row of stitching is either an extension of the beaded part, or the stitching is hidden by the beaded bodice. I've seen some knit tops with similar ruffles on the front.

edited to add - if you really don't want any stitching to show, then I think you'd need to make a lining for the train. or make each layer of ruffling to attach at the bodice, but depending on the fabric used, that might get a bit bulky.
