I have the garment measurements for some First Communion dresses I want to buy (yes buy!) for girls at my church. One girl's bust measures 34 inches (I believe she's wearing a padded bra when I measure her which is the bra she intends to wear with her dress). What should the bust of the dress measure? The dresses appear to be quite fitted in the bust area, non-stretchy fabric. 34 1/2 inches? 35 inches?

You probably want at least 1.5 to 2 inches wearing ease in across the bustline. This is considered the minimum wearing ease - the amount of ease needed to wear the garment comfortably. If she measures 34-inches then you want something with a finished bust measurement of 35.5- or 36-inches. Depending on the style, you might want to go up from there.

Short article about ease in clothing

Butterick Pattern Ease Chart This explains how much overall ease each type of pattern (close fitted, loosely fitted, etc.) provides. The measurements include both wearing ease and design ease.
