I am making a "mini-bride" dress. My client wants it to be an exact copy of her dress, which has organza circles cascading at the waist. I have not seen the dress in person and don't have a good picture. Should I treat the fabric in some way to prevent these circles from fraying as a 8 year old sashays around in it?

A circle's edges are all bias. It should not fray. Make a few samples and see how they hold up. That will tell you if anything else needs to be done.

If the organza is polyester you can cut them out with a hot knife. If will melt the edges as is cuts the fabric.
A hot knife is the same as a wood burning tool with a pointy edge. Cut out on a piece of glass. I've used this method often for costuming, on ballet skirts and similar.

You could do a line of stitching as close to the edge as you can to prevent as much fraying as possible.
