Whats the difference between a flounce and a ruffles on a skirt hem?

In speaking terms, not much. :)
But a flounce is a circular cut of fabric so it's on the bias when sewn on and thus creating the ripples without gathers (sewn 1:1 flounce edge to garment area), and a ruffle is usually an on-grain cut which has been gathered to create the ripples.

thanks...I'm making a petticoat to go under a skirt and cut on the bias but its not flouncing so might have to gather it for a ruffle.
