I am using Mariko's (she lives in London) Japanese sewing book for kids, easy tracing patterns and very cute.

you might consider buying one and taking it apart piece by piece.... Id think that they would have sewn the bottom part of the brim after the main cap... attach that with binding then sew the top 1/2 of the cap on to it them stuff it with stiff and a bit (maybe 1/8th ' on each side) larger interfacing then stretch while sewing the interfacing in and maybe hand sew or somehow machine stitch the cap to the top of the brim... just a thought but you maybe able to figure it out if you dissect one- good luck
