I am making a swimsuit for my cousin's daughter and measured her over the suit she wore last year the bikini top had ruffles. the hip and waist should be ok but how much should I remove for the chest and girth measurements? the suit I am making will be a 1 piece.
Similar to this swimsuit.

That's just a guess. Can you have her mother measure the waist and bust over underwear?

I took off 1/2 inch since I couldn't get ahold of my cousin (and measured my daughter over a tank top and compared how much the ruffle added to her measurments. the suit fit my cousin's daughter perfectly. she is already hoping for another one next year.
