I want to learn how to pattern draft my own dance costumes. I live in rural ontario, and the resources available to me are few and far between! Any suggestions for online courses books etc?

What kind of dance costumes? I'm asking because if it's mainly close fitting lycra you want a different set of blocks to 'normal' ones.

Pttern Making for Fashion Design by Helen Joseph Armstrong has a chapter on creating patterns for dance and active wear.
This is a text book not a how-to book. It includes instructions, step by step examples, design excersizes and quizes. It does not cover sewing techniques or construction methods, so you'll need another resource for that.
Like most textbooks, this one is riddiculously over priced on Amazon, so look for a copy on Ebay

You can find international versions on ebay for very reasonable prices, I can't remember how much I paid for mine but it was much cheaper than amazon, the content is the same but it is a soft cover instead of hard cover.
