When should boning be inserted? Before or after joining the skirt & bodice? (Moderated by Deepika)

I'm making a bodice that will have channels for spiral steel bones & the bodice will be attached to a skirt. Here's my question: do I insert the boning before or after I join the skirt & bodice?
If I insert the steel boning before joining the skirt & bodice, I worry that I'll break a needle or two if I accidentally hit the steel, & I'm also worried about the foot smoothly going over the bump of the boning. Plus I'm worried that there might be too much room at the bottom of the channel if I'm successful in avoiding the metal.
I've skimmed over Susan Khalje's book, & (if I understood the instructions correctly), it sounds like she recommends inserting the metal boning AFTER joining the skirt & bodice, then pressing the seam allowances over the bottoms of the channels & securing with small catch stitches. Since I haven't read the book in its entirety, I might have completely misunderstood her instructions. Is this the way to do it? I certainly like the idea of this method WAY more than the former :).
I'd greatly appreciate any help anyone could offer!! Thanks.

Just a note to mention that the spiral boning should be cut slightly shorter than the casing anyway. I'd say about 3/8" shorter.
Otherwise it will push too much against the casing and won't lay easily. It will also wear through the casing more quickly.
