There was a question here a few weeks ago, posted by someone who was sewing baby clothes with no actual baby to measure. We all made some guesses about how long to cut the elastic, and now, when we no longer need it, here's a chart that popped up on my Pinterest feed. Elastic Waist Cheat Sheet While the page states that the numbers represent children's actual waist measurements, I heartily disagree, at least for the baby and small toddler sizes. Babies' waists are the thickest part on them, and actual waist sizes are typically several inches bigger then the ones on this chart. Based on my recent sewing-for-baby experiences with good indie patterns, as well as my snoop-shopping in the Carter's store, I'd consider these numbers to be the appropriate length to cut a soft knit elastic for each size. I always just "cheat" and look at Ottobres size chart. Seems to have worked so far..!
