need help figuring out what the backing is doing (Moderated by Deepika, Sharon1952)

Checking in for some expert help, please. This black velvet has some kind of backing on it that I've never seen before. It's an orange/pink and rayon or poly that seems bonded to the velvet. The orange shows some some through the black velvet fibers.
I got it on a clearance table. It would be perfect colors for a Halloween cape, but I don't really need one. I have a lot of it. Trying to decide whether it's worth anything or if I should freecycle.
Would appreciate any help.
TIA,
Nina

Nina - I'm gonna gonna guess it's the bolt end of fabric custom made for theatrical costumes.
There are companies out there that bond fabrics together, and the showy color combination makes me think it was made for this type of use - a dance troupe, the circus, an ice show, Las Vegas - something like that.
Should be great for Halloween!

Thanks, Phyllis. I don't have any experience w theater costuming, so that really helps. I think I'll pass it along :-)
