I did a search on this, but I'm still a little confused. If I find a fabric that I like, but it stretches, (and I don't need the stretch for the particular pattern), can I use a NON-stretch fabric for lining? (we're talking a simple skirt here)

If you don't mind losing the stretchability, yes, you can.
