I pulled this off the internet. If you are staying at a hotel, ask the concierge or desk about Fabric Row. Oct of 2008 I took a cab over ~ it's a hike from center city. The neighborhood felt a little iffy but it is OK if you stay where the fabric shops are. I fed-ex'd a couple packages of fabric home.... We were flying and traveling light. I lost control when visiting the fabric stores.
Hopefully others will chime in and add more info.

Fabric Row has continued to be a hub for textile-related businesses for over a century in Philadelphia. As demand grew and Philadelphia rose to become the preeminent men’s wear manufacturing center of the world, the shops expanded to supply the local factories, and custom tailors, dressmakers and milliners with needed materials.
Today, Fabric Row, located on South 4th Street, between South and Catherine Streets, is home to many shops, some of them third-generation businesses, offering an unparalleled material resource, as well as a unique mix of non-textile products. Enter Your Zip to Book This AAA Package

Fabric Row still has some great stores, although like all fabric districts across the country, its a shadow of its former self. The neighborhood is fine - South Street is just a bit to the north, and is full of restaurants and shops to occupy any non-fabric obsessed members of your party, as well as providing necessary fuel.
On 4th Street (the Row) itself, be sure to visit Pennsylvania Fabric Outlet, which is always competely random in its selection but has the best button selection outside of NY, good trims and tailoring supplies and an ever-changing range of affordable fabrics.
Many of the stores now specialize in home dec (guess they have to go where the $$ is), but some do a mix. One store, and I'll post the name tomorrow when I remember it, looks mostly home dec but if you go in they have great garment fabrics scattered throughout. I was in there with Kisha earlier in the summer and we found some fabulous boiled wool. Kisha, if you're reading this, what's the name of that store?
Kincus is higher priced but has fabrics that you otherwise wouldn't see in Philly, the ridiculously priced high end stuff that's still fun to handle.
If you can get to one branch of Jomar during your stay, DO IT. Jomar stores from the outside look like big grubby discount stores, and from the inside they look like . . . big grubby discount stores. But they get fabric in from all over, sometimes really great stuff, and their prices are in the basement. They have racks upon racks of fabrics for between $1 and $3 per yard. Here's their link for store addresses. The South Philly store would be closest, but you'll need a cab or good directions to get there because it's a little hidden.
On the other hand, you have to love a store whose motto is "It's all here . . . you just have to find it." I love a treasure hunt.
Feel free to PM me when you're in town - if I'm around, I'd love to meet up and do a little shopping!

Hey...thanks for the responses...I had my husband drop me off on 4th street in the fabric district...I bought some beautiful fabric at Maggies Fabric ( I think that was the name of it). Then I went to PA fabric outlet...I bought 2 cuts of weft interfacing...It was at least 60 inches wide...I went to Baldwin Fabrics and bought some leather for a handbag I plan on making and also some beautiful wool tweed...They have gorgeous fabrics and the staff was very friendly...I told them they need to have online ordering!! I saw some other fabric stores, but I did not get to go in them because my time was limited and I had promised the kids we would go to the zoo. Everywhere I went they had some gorgeous fabrics and it is probably a good thing I dont live up there...too much temptation. Karen, I will PM you if we come back thru Philly and I can get out to shop...Thanks
