What exactly is the difference between jr and misses sizes. I know the jrs are shorter, but if the jr bust says 31.5 for example, would it fit an adult with a 30.5 bust? I'm 5'5" but very petite. Would a jr pattern fit okay for my frame?

About.com in the sewing area has this site. It gives you a few more details on the Junior patterns - and then if you study the size charts you can see the measurement differences.

It sounds as though you may need to fit the pattern a little smaller if you are slightly smaller than the measurement listed on the pattern.
I don't think the larger pattern companies carry nearly as many Junior as Misses patterns. Don't limit yourself to juniors sized patterns just because you are small. If you look at misses patterns, there is quite an overlap, so I would think you could sew either type of pattern. You may need to make fitting adjustments depending on your proportions. I just looked at Butterick's size charts, and it seems that misses 6 and 8 are smaller measurements than the junior sizes. The junior size 1/2 is a Misses 10? Although Butterick has a size chart for Junior patterns, I don't see a category for Junior patterns anymore. I think they did have Juniors. it may be that they combined the juniors styles in the misses, but offer the younger styles in smaller sizes 6 and 8 to fit juniors. I'm not sure. Not all misses patterns come in 6 and 8. Burda offers Burda young fashions. I can't find the measurement chart online, so I'm not sure if they size these differently or if they are just younger styles.
In RTW,Ii wear a larger junior sizes than misses. It appears that patterns may be the opposite. I sometimes wear Junior RTW because I am small for my height (5'8"). Some misses manufacturers are not geared toward my body type.

Juniors patterns are designed for less curvy bodies. Now, depending on the design ease, this may not matter, but it'll probably make trousers more difficult to fit.
I've heard that the rule of thumb is "order one size up", though whether this accounts for hips or height, I haven't the slightest.
Note that petite patterns are not unknown, and quite a few patterns have "shorten/lengthen here" guidelines.
