I have been making some Nativity blocks (5x7). The fabric I'm embroidering is a doeskin faux suede. The first couple I made stitched well. The third appeared to contort during sewing so the outline is off. I used 1 8x8 cutaway sheet behind the design. The hoop is 5x7. The stabilizer doesn't cover the entire hoop. Would a double layer stretching the entire frame help the contortion?

If I understand you correctly, it seems to me that you have hit on the answer to your problem. Your stabilizer is too small for your hoop. If it isn't secured all the around the hoop, you risk slippage. I'm surprised any of the designs sewed out correctly.
