I need some help...
what fabric is this?
I'm not sure if its cotton or rayon or something else.

It's probably rayon or silk.

I can't sew stretch fabrics so I need something which gives the look but doesn't stretch. Any suggestions?
Would a silk charmuse do?

That Clara Bow dress seems all about the drape. It's a figure-hugging dress, in a woven -- which makes me wonder if the bodice and skirt have been cut on the bias.

Rayon is a woven and will definitely give you the drapiness you need for this dress. Cottons are a lot stiffer so I don't think they'll work very well.

Not sure if rayon was used in clothing in those days??? I'd say it's some type of silk.

When I was looking for rayon it all seems to be stretchy?

My guess would be a silk crepe.
