What is best way to remove iron-on stabilizer from small areas of embroidery?

What type of iron on stabilizer....it makes a difference. If it is poly-mesh (used for t-shirts/knits) then press it with full steam and it will lift away from the fabric. FYI, it should applied with a press cloth and NO steam. If it is more of the paper-type iron on, I don't have any suggestions since it's one of the few stabilizers I really don't like and don't use.

I've had luck brushing it with rubbing alcohol first. Do a test first of course.
