I have an RTW pair of leggings that I need to hem.. But the fabric feels more like thick tights. Of course no label specifying the fabric. I need to cut enough off (I want to make them capris) that I will have some pieces to experiment with.

Good idea! Tip - use an elastic stitch on the hem. Other than that, should work well - hope you let us how it went.
