With the changes coming to Flickr, we're looking for a new place to store our pictures. I've tried searching but somehow I don't seem to be searching the right phrases or words. I keep getting posts about how to post pictures to the forum.
Could I get some suggestions of free or low cost picture storage and sharing websites.

You could try dropbox or google drive, I have both, but don't really use them to a great extent. Why not store them on an external hard drive. They are cheap enough and you are not reliant on the whims of online platforms.

Google Drive (I did pay for additional space but it wasn't that expensive)

I’ve been researching this, too, as I had to replace my iMac and my other one kept shutting down before I could get the pictures off of it. I had an external hard drive backup but it had died a few months before. Fortunately, most of the pictures are still on camera cards, on Facebook, etc. but I do plan to do something else with this new computer. This article may give you some good choices to consider.

If I need to post pictures online, like in the forum here, I usually use Imgur and mark the album as hidden. With this, only people with access to the link can view the images. I wouldn't use it for your private photos though.

If you’re on a Mac, consider purchasing an iCloud subscription. That’s what we use. But if your photos are precious to you could also look at an external hard drive. Since cloud drives are not 100% infallible we use both.

If you use an external hard drive, consider having 2 because external hard drives can die as well, just like computers! Ask me how I know...... I had another one with everything backed up on it fortunately, so not a catastrophy but it's worth thinking about and they are so small these days.

We do have our pictures safely backed up. What we've been looking for is a site to put albums on so we can share pictures with friends and family.
Thanks to suggestions here, we're checking out Google and Dropbox. Haven't decided yet which we'll go with.

Great advice! But I'd also like to remind people to keep the second copy at a family member's house, office, safe deposit box, etc. and swap them every week or so to keep both of them current. A friend's house was broken into and her computer AND the backup drive were both stolen.
