Hi. My friends daughter has her heart set on a bias cut dress for her two bridesmaids. It’s the Puppa Middleton dress! One of them, however, is very conscious of her tummy area. If I made the skirt piece in the next size, would that make it less clingy for her?

It depends on how much her tummy protrudes, and the fabric. If it's very drapey it'll just collapse over all the places. Sigh, I feel for her, many of us are very conscious of that area. Maybe take the daughter aside, and suggest some other patterns. Are you using the StyleArc pattern? That cut is really unforgiving.

That Butterick pattern is gorgeous, I remember the splash that dress made when Kate married William. Not sure what this girl's tummy area looks like. It could be flat as a pancake, but she's still conscious of it, or it could protrude somewhat. I don't think making the next size up would help if her stomach actually protrudes, the bias would just settle at the "highest" point and fall accordingly. I've never felt comfortable wearing a bias skirt. Even when I'm at my thinnest, my thighs are just the tiniest bit larger than my hips and there's a bump there on each side of me, very unattractive.
All that said, the fabric the bride wants is going to make a difference in the final look of the dress. A less drapey fabric will not accentuate as much as a silk charmeuse, for example. As someone else suggested, could your friend talk to her daughter?

I'm not that experienced with bias cut sewing, but what if you underline the front panel of the dress with fabric cut on the straight of the grain. I think that might give it the stability necessary to fall smoothly over the bridesmaid's tummy. It might be worth a toile at least.
Actually, I wrote that before I looked carefully at the pattern. The dress is meant to be lined, so it may look just fine with a little tummy anyway. Take a look at this review. Your bridesmaid might find it encouraging.

Bridesmaids should wear a style that flatters each of them. Using the same fabric brings it all together. There are many cowl neck designs that have different waistlines (or no waistline seam) that may be more suited to her body type and they would look better than some reimagined design that makes her look bad.

I disagree, it depends on the fabric.
I have a linen/rayon bias cut dress I love wearing. This pattern does not suggest a jersey or anything like it for fabric. It is also lined which will make it "stiffer", and drape but not cling.
I took Sandra B's class on bias. She did say to measure the largest part of the "tummy" to determine the correct size. So yes, making alteration on this would be essential.
