Ruffles for the petticoat just don't make sense (Moderated by EleanorSews)

Hi, everyone, I'm new on here, but I just had a question that neither my aunt or I could figure out. I'm hoping at least one of you will have attempted this pattern before and be able to lend some assistance. When making the petticoat, it says to purchase 2 and 5/8 yd of netting, and then cut 6.25 inches of fabric on a lengthwise fold, which I have to make for every 6.25 inches, so that if I were to unfold it, the section would be 54" by 12.5", but it does not say whether or not to cut along the fold as well, to create two 6.25 sections of single layer. I would not find this to be an issue except that there is no way I can cut 14 of said sections with the fold, unless I cut along the fold to create single layers of netting as opposed to double layers. The images in the pattern look to be single layer, but I just can't be sure and I don't want to start cutting willy-nilly because this is my first pattern I've used, and I'd like to follow it as much as I can. I'm sorry that I've described this issue sort of awkwardly and confusing, but I'm puzzled by this all. I thank you all for any advice and help you can provide.

I'll just link to these instructions, so that others might chime in.
My take: the petticoat (View B) requires a 6.25 inch wide ruffle.
The pattern suggests assembling it out of 14 strips, each 54 inches long and 6.25 inches wide. You can fold the fabric lengthwise, and cut (doubled) 27 inch long strips, but I've never found netting to be that cooperative.
I'd be tempted to pick up twenty yards of 6 inch Tulle Ribbon (on a spool), and just feed that through my ruffler foot, cutting it off as appropriate. I suppose the main obstacle is tulle doesn't quite have the same hand as netting.
You do have a ruffler foot, don't you?

If you edge the tulle, or net with bias tape, it will be more like the original crinolines, that I remember, and stiffer.
